About us
Civil society in India is emerging as a third force. The fundamental principles of citizen participation and state accountability call for a convincing response to the expressions of the civil society. For a society in which governmental authority is so vast, yet based on the assurance of mutuality of interest between the ordinary citizen and the potent bureaucrat, expectations of its needs to be fulfilled are high. It is on this premise that a group of academicians, researchers, scientists and practioners with their common concern have come together to form a council for the conservation and development of small scale water resources.
Council's Notes
“The Conservation Council for Small Scale Water Resources members in Tamil Nadu while deliberating on Bill on Tamil Nadu Farmers Managed Irrigation Systems, which later emerged as an ACT viz TNFMIS Act 2002, opined that the bill as such has limited scope . Because, the smaller tanks under the control of Panchayat Unions, Village Ponds and Ooranies are neither deliberately mentioned nor the farmers given responsibility in their management. ”
