The Tamil Nadu Water Sources (Conservation, Development and Management) bill...2001 - Mr.K.Vallinayagam
The Conservation Council for Small Scale Water Resources members in Tamil Nadu while deliberating on Bill on Tamil Nadu Farmers Managed Irrigation Systems, which later emerged as an ACT viz TNFMIS Act 2002, opined that the bill as such has limited scope . Because, the smaller tanks under the control of Panchayat Unions, Village Ponds and Ooranies are neither deliberately mentioned nor the farmers given responsibility in their management. As per the directions and suggestions by the members, the Council Secretariat involved Mr.K.Vallinayagam, B.A, B.L who drafted a model bill viz. Tamil Nadu Conservation, Development, Management Bill 2001. This has been submitted to the Government of Tamil Nadu to incorporate amendments in the existing TNFMIS 2002 or coming up with a new act or amend with appropriate clauses in Panchayat Act.
Theme Paper on Revisiting Village Tanks: Policy Suggestions - M.P. Vasimalai
DHAN Foundation has convened a National Consultation Workshop of Village Tanks during 2001-02 in New Delhi by inviting eminent resource persons, government secretaries, NGO, Academia and other stake holders for the Consultation. The Central Planning Commission constituted a working committee on Minor irrigation systems during Tenth Five Year Plan. In order to feed the working committee, a policy perspective paper was prepared.
Status Paper on Small Scale Water Bodies in Tamil Nadu : Problems and Perspectives - Nirmal Sengupta
Tamil Nadu is one of the tank intensive states in the Country. Having slightly over 1/3rd of net irrigated area in the Country as well as in the State, the area under minor irrigation tanks dwindled drastrically since independence. The Conservation Council Members invited Dr.Nirmal Senguptha, then Professor, Madras Institute of Development Studies to write a status Paper on Small Scale Water Bodies in Tamil Nadu. The author presented the frame work for the paper and on the suggestions offered by the members, a status paper on the subject was prepared.
